On November 12 the government and opposition parties will apologise on behalf of the nation for the failures of the State across many governments.

The government is causing more harm with its plan to limit the number of people who can attend the national apology for abuse in state care, survivors say.

Until now, the pair – who cannot be named – have never told their side of an explosive story featured in a Newsroom documentary.

Nearly a third of those in care, 827 children, are Ngäpuhi.
